Our Experience

Over the past two years we have engaged with over 50 NHS organisations to support a wide range of transition programmes, with particular focus on ICT outsourcing and major centrally procured systems.

  • Major ICT Transition Programme

    Major ICT transition programme

Channel 3 worked with a London Mental Health Trust to support the Trust in procuring a new IT outsourcing solution which allows their staff to work more flexibly and efficiently; enabling them to divert healthcare provision out of hospitals and into the community.

Channel 3 managed the outsource of IT services to a major supplier who will provide the Trust with a fully managed desktop, including application hosting, network management, data centre services and remote support services.

Going forward this project will enable the Trust to continue to increase quality of patient care; moving the point of care out of the Trust's premises and into the community, which will also delivering estates and financial savings.

  • Management reporting system

    Management reporting system

Channel 3 engaged with an Acute Trust to develop a management and executive dashboard driven from a data warehouse. Taking information from various clinical systems and working with the Trust's executive team we modelled a dashboard capable of prioritising KPIs and quality indicators, transforming data into "One Truth" health intelligence.

Polices and processes were implemented to ensure that the "One Truth" rule was established and maintained across the organisation and that a process was in place to ensure that the dashboard could be easily adapted to address future needs.

  • Capability review

A leading Foundation Trust sought strategic direction in their aspiration to modernise their administrative systems and move to electronic patient records.

To support this Channel 3 executed an assessment of high level solution options and stakeholder requirement analysis to produce an outline business case in-line with Government "Green Book" standards for acceptance by the Trust Board and Monitor.

  • EPR procurement

It was identified that one of England's largest Acute Trusts needed to procure a replacement Patient Administration System (PAS) as their current system did not support the Trust's aspirations. Channel 3 developed an IM&T vision and strategy as well as an Outline Business Case for procuring a new PAS and the options available to create the "best fit" solution.

Channel 3 went on to produce the Full Business Case and draft an Output Based Specification to manage and mitigate risk through the procurement process.

  • Patient Administration System (PAS) capability assessment

Patient Administration System (PAS) capability assessment

A Foundation Trust had been developing their own Patient Administration (PAS) system in-house for several years. Although, functionally it was supporting the Trust's current needs they wanted independent advice on their longer term PAS strategy.

The Trust asked Channel 3 to carry out a capability review of their current PAS system and compare it other systems in the market. Channel 3 also developed a high-level strategy to ensure that their PAS system supported the Trust going forward.

  • IM&T strategic vision

Channel 3 worked with a London Mental Health Trust to develop an IM&T vision in-line with their business vision. The objective of developing an IM&T Strategic Vision was to ensure that the Trust was made aware of the IM&T options available to enable and achieve their business plan.

After reviewing the Trust's existing strategies and policies and interviewing key stakeholders Channel 3 produced a high-level assessment report of the Trust's IM&T capabilities. The report included an overview of recommendations to ensure that going forward it met with National Programme for IT standards, clinical and patient requirements and fully supported the Trust's aspirations.

  • IM&T vision (strategic assessment and options appraisal)

Channel 3 engaged with a teaching Acute Trust to develop a clinical portal which would include a central electronic patient records system accessible across multiple applications.

This engagement comprised development of an options appraisal, followed by a Full Business Case (FBC) to reinforce the rationale for investment based on the preferred supplier. A Trust procurement exercise, managed by Channel 3, was undertaken and where possible, analysis already carried out by the Trust considered, to produce a FBC which was fully aligned to the Green Book Five Case Model, ready for Board approval.

  • Strategic options and business case for bar-coding technology

Channel 3 engaged with an Acute Trust in Essex to produce an e-prescribing options assessment.

Initially the Channel 3 team presented a high-level overview illustrating how technology can streamline prescribing processes; increasing efficiency and quality of data which highlighted the Trust's need to implement e-prescribing technology.

We then went on to use our in-depth knowledge of the healthcare landscape to analyse current processes and evaluate available e-prescribing solutions and how they could work best alongside existing systems. These findings were then inputted into the design of a new system which made optimal use of the technology and supported the Trust's aspirations.

  • Patient Administration System (PAS) replacement Outline Business Case and procurement support

An Acute Trust in the North East wished to establish the strategic direction of their PAS and the options available to deliver that vision. Working with the Trust, Channel 3 engaged with key stakeholders to fully understand the Trust's requirements in order to establish the scope of the project; making certain that the proposed solution fitted the Trust's structure, processes and systems.

Following this engagement we delivered a proposal including options of systems, services and commissioning partners that fitted the Trust's needs and supported its vision for the future.  Once procurement options were established Channel 3 developed an Outline Business Case to be presented to the Trust's Board, Monitor and the SHA and assisted in the programme's implementation and transition.

  • Programme management for Trust Information Programme

Programme management for Trust information programme

Facing significant financial challenge, this inner-city Foundation Trust appointed Channel 3 to support the launch of an ambitious and comprehensive transformation programme. One of the programme's five work streams was the delivery of an electronic patient record solution.

The Trust engaged Channel 3 to establish a Programme Management Office with two main objectives:  to project manage the programme and to transfer programme management skills to Trust staff by mentoring throughout.

Vital to the success of the project was a robust programme management methodology, strong governance and an emphasis on the identification, tracking and realisation of benefits. Channel 3 guaranteed this by engaging with clinicians and other Trust staff; fully evolving them in the decision making process so that the Trust fully owned the programme and became committed to its success.
